This apparently happened where the USA government commissioned a secret think-tank to work out what would would happen to the world if a permanent state of peace erupted. This is apparently the report from the think-tank but is unsubstantiated. Interesting that it was written in the 1960’s and the authors conclude that the world economy needs a permanent “enemy” that they can ramp up and down at will i.e. build more tanks when things look bad (but is really an excuse to bolster the economy). They state that climate change would make a great way to scare the world. Just saying!!
